Victa is the founder of Manila Civil Service Review and currently working as Officer-In-Charge of the Technical Cooperation Division of the National Council on Disability Affairs. He finished his post graduate course as scholar at Swinburne University of Technology in Melbourne, Victoria Australia with the degree of Masters of Entrepreneurship and Innovation. He provides consultancy to small and medium enterprise including non-government and peoples organization. He is also actively promoting inclusive entrepreneurship to encourage all Filipinos to engage in pursuing business opportunities and create more employment.
